Disorderly Man On PCP Hit With Electronic Control Device In Busy Maryland Intersection: Sheriff

Authorities say that a belligerent man who was caught attempting to stop drivers at a busy Maryland intersection was possibly under the influence before being apprehended in Charles County.

Joseph Leroy Duckett, 55, of Indian Head, was released from custody following his arrest on Sunday, Nov. 6 by officers called to report a possible carjacking in progress, according to a spokesperson for the Charles County Sheriff’s Office.

The incident began at approximately 8:20 p.m. on Sunday night, when officers were called to the intersection of Route 5 and Post Office Road in Waldorf to investigate multiple 911 calls in the area.

According to witnesses, Duckett was allegedly attempting to stop drivers in the intersection and take their vehicles.

When officers gave verbal commands to Duckett, they fell on deaf ears, and investigators used an electronic control device on him when he refused to cooperate with their demands.

The initial investigation determined that Duckett may have been under the influence of PCP. Duckett was evaluated by medical personnel and transported to the detention center, where he was charged with disorderly conduct.

On Monday, Nov. 7, a district court commissioner released Duckett. No return court date was announced by the sheriff’s office.
